Normal headlights create reflective glare in fog. True fog lights are aimed lower at the roadway directly in front and more dispersed. sometimes they are tinted yellow to reduce the glare. European cars usually have rear fog lights as well which are high intensity tail lights so someone approaching from behind will spot you sooner. Unfortunately a lot of drivers don't seem to have a clue and drive around with all the lights on all the time. On a clear night rear fogs are irritating to the car following you.

In regards to the Civic I'm not sure these are actual fog lights. If they were you should be able to turn them on independent of the headlights because that is how they would be used in actual fog.
All genuine Honda Fogs going to years back only work with low beams on. Had them on my 95 Accord Wagon
 
Stalk, but it’s on the right side of the wheel because of RHD
If you like, you may be the first US owner of a 25+ Civic that might install this kit. The kit's stalk can be swapped out for 35255-T20-C11.

After skimming the instructions, there's the likelihood that the harness may need further modification for North American Civics. The loom the fog light harness and stalk regularly plugs into might not be there versus the JDM model.

The holes and fasteners are already there, that's just how you remove and reinstall it.
