Maybe try a toilet plunger if the hair dryer doesn't work, or better yet try it while its hot. If that doesn't work I'm sure that whole rear skin probably comes off pretty easily. I took one off of my wifes 4runner once, all it was was a bunch of push pins and a few screws, the civic cant be that different.
 
Hey guys, what are my options for fixing this? I tried running hot water and trying to pop it out but it was difficult since there's a undercarrage plate and I'm trying to use a small hole beside it to insert an object.
I’ve fixed these with a little bit of heat and light pressure from the inside. After applying the heat, start from outside of the dent applying light pressure and work your way through the dent. It helps a lot if you have someone applying the heat in a sweeping motion while you work underneath.
 
Unless you're really careful it might better to just swap out with a new bumper. Try heating it and pushing it out with some kinda metal rod from inside, if that looks bad then if you can try the swap.
 
This wouldn't fix the issue but it would hide it. Buying part of the HPD kit. I guess this would also assume it would still fit well with the dent. If it was me I wouldn't try much more than what you have already otherwise I'd be worried of making it worse. But also don't know much about dent repair so take that however you want. The final option is just paying a professional to do it. For a smaller dent like that in that area I don't imagine it would be too expensive. Probably worth to get a quote from a place.
